Recognition Policy of The Institution of Professional Engineers Myanmar and its network

group of employers  regarding Myanmar and International Qualifications

The qualification authorities and professional associations of the different countries in the world have set up their own policies to align with the governmental regulations, to provide the professional qualifications needs of the country and to safeguard the professionalism in the country etc.

The recognition policies related to overseas qualifications of the qualification authorities and professional associations of the different countries depend on the policies set up by the executive governors of those institutions.

The Institution of Professional Engineers Myanmar, The Institution of Professional Executives Myanmar  and it’s networked group of employers  in Myanmar have also set up the following policy to recognize the international qualifications for awarding the advanced standing in the courses of studies and employment purposes.

Those policies are applied in the following employments groups administered by the Institution of Professional Engineers Myanmar.

·       Recognition of the qualifications awarded in the Republic of the Union of Myanmar.

·       Recognition of the international qualifications held by the citizen of Myanmar  and foreign citizens of Myanmar origin at the same level of the qualifications status.

·       Recognition of the qualifications awarded in any countries where the professionals and tradespersons including Myanmar citizens and foreign citizens of Myanmar origin do not face the restrictions to utilize their qualifications obtained in Myanmar including the qualifications awarded by IQY Technical College of Highlight Computer Group & it’s affiliated educational institutions at the same level of the qualifications status.

·       No recognition of the qualifications awarded in any countries where their qualification authorities and professional associations’ policies of overseas skills recognition do not include the qualifications awarded in Myanmar at the same level of the qualifications status or reciprocal recognition of their qualifications at the same level of the qualifications status which is regarded by them on Myanmar Qualifications including those awarded by IQY Technical College of Highlight Computer Group & it’s affiliated educational institutions (IPEM Technological University).

1.        For example, if a qualification authority of an overseas country assesses Myanmar Bachelors degree at the standard equivalent to the bachelors degree awarded by their educational institution, we will also recognize their bachelors degree at the standard equivalent to the bachelors degree awarded in Myanmar.

2.        If a qualification authority of an overseas country assesses Myanmar trade qualification at the standard equivalent to the trade qualification issued by their educational institution, we will also recognize their trade qualification at the standard equivalent to the trade qualification issued in Myanmar.

3.        If a qualification authority of an overseas country assesses Myanmar Bachelors degree at the standard equivalent to the diploma awarded by their educational institution, we will also recognize their bachelors degree at the standard equivalent to the diploma awarded in Myanmar.

4.        If a qualification authority of an overseas country does not recognize Myanmar trade qualification at the standard equivalent to their trade qualification issued by their educational institution, we will also not recognize their trade qualification at the standard equivalent to the trade qualification issued in Myanmar and the employers of the networked group of employers  in Myanmar should not consider such qualifications to be utilized in their workplaces.

·       Recognition of the international qualifications not only needs maintaining the qualifications at international standard but also  needs to safeguard the professionalism in Myanmar & to promote the reciprocal recognition and harmony among Myanmar nationals & the nationals of the foreign countries to enhance the work rights at the appropriate types of jobs where Myanmar nationals can utilize their skills & qualifications. It is one method of self protection strategy to protect the work rights of the citizens and nationals.

မြန်မာနိုင်ငံ၏ကျွမ်းကျင်သောအင်ဂျင်နီယာများအဖွဲ့အစည်းနှင့် ၄ င်း၏အလုပ်ရှင်ကွန်ယက် အဖွဲ့တို့၏မြန်မာနိုင်ငံနှင့်နိုင်ငံတကာအရည်အချင်းများနှင့်ပတ်သက်သောအသိအမှတ်ပြုမှုမူဝါဒ

ကမ္ဘာပေါ်ရှိအမျိုးမျိုးသောနိုင်ငံများ၏အရည်အချင်းအာဏာပိုင်များနှင့်ပရော်ဖက်ရှင်နယ်အသင်းအဖွဲ့များသည်အစိုးရ၏စည်းမျဉ်းများနှင့်ကိုက်ညီရန်၊

တိုင်းပြည်၏ကျွမ်းကျင်မှုဆိုင်ရာလိုအပ်ချက်များကိုဖြည့်ဆည်းပေးရန်နှင့်တိုင်းပြည်အတွင်းရှိကျွမ်းကျင်မှုကိုကာကွယ်ရန်အတွက်၎င်းတို့၏ကိုယ်ပိုင်မူဝါဒများချမှတ်ခဲ့ကြသည်။

နိုင်ငံရပ်ခြားရှိအရည်အချင်းအာဏာပိုင်များနှင့်ပရော်ဖက်ရှင်နယ်အသင်းအဖွဲ့များမှနိုင်ငံရပ်ခြားအရည်အချင်းများနှင့်ဆက်စပ်သောအသိအမှတ်ပြုမှုပေါ်လစီသည်ထိုအဖွဲ့အစည်းများ၏အုပ်ချုပ်ရေးမှူးများချမှတ်သောမူဝါဒများပေါ်တွင်မူတည်သည်။

မြန်မာနိုင်ငံ၏ကျွမ်းကျင်သောအင်ဂျင်နီယာများအဖွဲ့အစည်းမြန်မာနိုင်ငံရှိကျွမ်းကျင်သောအမှုဆောင်အရာရှိများအဖွဲ့အစည်း နှင့် မြန်မာနိုင်ငံရှိ၎င်း၏အလုပ်ရှင်ကွန်ယက်အဖွဲ့သည် လေ့လာမှုနှင့်အလုပ်အကိုင်ဆိုင်ရာ သင်တန်းများရပ်တည်မှုအား အားပေးကာကွယ် ရန်အတွက်မြန်မာနိုင်ငံနှင့်နိုင်ငံတကာအရည်အချင်းများကိုအသိအမှတ်ပြုရန်အောက်ပါမူဝါဒချမှတ်ထားသည်။

•မြန်မာနိုင်ငံသားနှင့်မြန်မာနိုင်ငံသားဟောင်းနိုင်ငံခြားသားတို့ရရှိထားသောနိုင်ငံတကာအရည်အချင်းများကိုအသိအမှတ်ပြုခြင်းနှင့်တူညီသောအဆင့်တွင်အသိအမှတ်ပြုခြင်း။

•IQY နည်းပညာကောလိပ်+ IPEM Technological University မှချီးမြှင့်သောအရည်အချင်းများအပါအ ၀ င်မြန်မာနိုင်ငံ၏ ဘွဲ့ဒိပလိုမာ နှင့်ကျွမ်းကျင်မှုလက်မှတ်များအရည်အချင်းများကိုအသုံးပြုရန်ကန့်သတ်ချက်မရှိဘဲသူတို့နိုင်ငံဘွဲ့ဒိပလိုမာနှင့်ကျွမ်းကျင်မှုလက်မှတ်များအရည်အချင်းများနှင့်တန်းတူအသုံးပြုခွင့်ပေး သောမည်သည့် နိုင်ငံများတွင်မဆိုအရည်အချင်းများကိုအသိအမှတ်ပြုခြင်း။

ဥပမာအားဖြင့်၊ နိုင်ငံရပ်ခြားရှိအရည်အချင်းစီစစ်ရေးအဖွဲ့အစည်းတစ်ခုက မြန်မာနိုင်ငံ၏ဘွဲ့ကိုသူတို့၏ပညာရေး အဖွဲ့အစည်းမှ ချီးမြှင့်သောဘွဲ့နှင့် ညီမျှသောစံသတ်မှတ်ချက်ဖြင့်အကဲဖြတ်လျှင်ကျွန်ုပ်တို့သည်သူတို့၏ဘွဲ့ကိုမြန်မာနိုင်ငံရှိချီးမြှင့်သောဘွဲ့နှင့်ညီမျှသောစံနှုန်းဖြင့်လည်းအသိအမှတ်ပြုလိမ့်

မည်။

နိုင်ငံရပ်ခြားမှအခွင့်အာဏာတစ်ခုသည်မြန်မာနိုင်ငံ၏ဘွဲ့ကို၎င်းတို့၏ပညာရေးအဖွဲ့အစည်းမှချီးမြှင့်သည့်ဒီပလိုမာနှင့်ညီမျှသည်ကိုအကဲဖြတ်ပါကသူတို့၏ဘွဲ့ဒီဂရီကိုမြန်မာနိုင်ငံတွင်ချီးမြှင့်သောဒီပလိုမာနှင့်ညီမျှသောအဆင့်တွင်သာသတ်မှတ်လိမ့်မည်။

အကယ်၍ နိုင်ငံရပ်ခြားမှအခွင့်အာဏာတစ်ခုသည်မြန်မာနိုင်ငံ၏ ကျွမ်းကျင်လုပ်သားအရည် အချင်းကို၎င်း တို့၏ပညာရေးအဖွဲ့အစည်းမှထုတ်ပြန်သော ကျွမ်းကျင်လုပ်သားအရည်အချင်းနှင့်ညီသည်ဟုအသိအမှတ်မပြုပါကသူတို့၏ကျွမ်းကျင်လုပ်သားအရည်အချင်းကိုမြန်မာနိုင်ငံနှင့်ညီမျှသောစံသတ်မှတ်

ချက်ဖြင့်လည်းအသိအမှတ်မပြုပါ။

မြန်မာပြည်ရှိအလုပ်ရှင်အုပ်စုသည်ထိုကဲ့သို့သောအရည်အချင်းများကိုသူတို့၏အလုပ်ခွင်များတွင်အသုံးပြုရန်မစဉ်းစားသင့်ပါ။

အပြည်ပြည်ဆိုင်ရာအရည်အချင်းများကိုအသိအမှတ်ပြုခြင်းသည်နိုင်ငံတကာအဆင့်မှီရန်လိုအပ်သည်သာမကမြန်မာနိုင်ငံရှိကျွမ်းကျင်မှုကို ကာကွယ် ရန်နှင့် မြန်မာနိုင်ငံသားများ ၏ ပြည်တွင်းပြည်ပအလုပ် အခွင့် ရေး များကိုမြှင့်တင်ရန်၊မြန်မာနိုင်ငံနှင့်နိုင်ငံ ခြားတိုင်းပြည်များအကြား အပြန်အလှန် အသိ အမှတ်ပြုမှုနှင့်သဟဇာတဖြစ်မှုကိုမြှင့်တင်ရန်လိုအပ်သည်။

အပြည်ပြည်ဆိုင်ရာအရည်အချင်းများကိုအသိအမှတ်ပြုခြင်းသည်နိုင်ငံတကာအဆင့်တွင်အရည်အချင်းများကိုထိန်းသိမ်းရန်လိုအပ်ရုံသာမကသင့်လျော်သောအမျိုးအစားများဖြင့်အလုပ်အခွင့်အရေးများကိုမြှင့်တင်ရန်အတွက်မြန်မာနိုင်ငံသားများနှင့်နိုင်ငံခြားတိုင်းပြည်များအကြားအပြန်အလှန်အသိအမှတ်ပြုမှုနှင့်သဟဇာတဖြစ်မှုကိုမြှင့်တင်ရန်လိုအပ်သည်။

မြန်မာနိုင်ငံသားများသည်သူတို့၏ကျွမ်းကျင်မှုနှင့်အရည်အချင်းများကို သင့်လျော်သော အလုပ် အမျိုးအစား များတွင်အသုံးချနိုင်ရန် ကိုယ်ကျိုး စီးပွါး ကာကွယ် ခြင်း၏နည်းပရိယာယ် တစ်ရပ် လည်းဖြစ်သည်။
